Milton L. Collins, Associate Director, Minority Affairs Division, is responsible for assuring that women- and minority-owned and local small businesses are provided every opportunity available to participate in contracting opportunities with the Miami-Dade Aviation Department (MDAD). Mr. Collins joined MDAD in September 2007. He has more than 23 years of experience with Miami-Dade County, spending the last 16 years with the Miami-Dade Elections Department as Deputy Supervisor of Elections. He has also held positions including Contracts Officer and Productivity Analyst with the Department of Human Services and the Office of Productivity Management, respectively, all of which complement his appointment to Associate Director at MDAD. Since Mr. Collins has been with MDAD, he has increased the number of monthly meetings held with small businesses seeking information about contract opportunities. He is responsible for increasing public awareness of minority participation opportunities at MIA that are available through Disadvantaged Business Enterprise (DBE), Community Business Enterprise (CBE), Community Small Business Enterprise (CSBE), Local Developing Business (LDB) and Small Business Enterprise (SBE) programs. He is also responsible for monitoring compliance of minority programs between prime and sub-prime contractors. The opening of South Terminal in August 2007 added approximately 15 new minority concession subcontractors in the food and beverage and retail areas. Mr. Collins has a Master of Science degree in management from St. Thomas University and a Bachelor of Science degree in political science and public management from Florida A & M University.
