As Division Director for Landside Operations, Monica Beltran is responsible for promoting the overall public image of Miami International Airport (MIA) to local residents, tourists and business travelers by providing an efficient, responsive and comprehensive landside operations system. Ms. Beltran organizes, develops and supervises all of the policies, procedures and activities of the landside areas of MIA.
Specifically, the division: oversees transportation and employee parking contracts between Miami-Dade County and private companies; coordinates airport construction projects and related plans for traffic, safety and emergency operations; oversees the collection of airport user fees and enforcement of regulations pertaining to commercial transportation activity; and coordinates taxicab operations and enforces taxicab regulations at MIA.
The division also participates with a variety of local, state and federal agencies, including government subcommittees, policy task forces, law enforcement agencies and local community groups, to formulate goals, establish policies and develop solutions to County-wide concerns that impact the daily operation of MIA. Ms. Beltran is also the American with Disabilities Act (ADA) Coordinator for MIA, overseeing all issues and operations related to MIA’s compliance with Americans with Disabilities Act requirements.
She has been with Miami-Dade County since 1979, serving within the Terminal Operations Division until 1988 when she transferred to Landside Operations as a Supervisor. In 2007, she was promoted to Division Director.
She is a board member of the Airport Ground Transportation Association (AGTA), MIA ADA Access Committee and the Miami-Dade County Taxicab Advisory Group (TAG).
She has earned a Master of Public Administration degree and Bachelor of Arts degrees in French and Spanish from Florida International University.
